LQ, EQ and 1.1.3.6 refer to different ADR regimes. They should be assessed separately, rather than grouped under the phrase 'transport without ADR'.
Different conditions and remaining obligations
LQ concerns limited quantities, EQ concerns excepted quantities, and the application of 1.1.3.6 depends on the transport categories of the goods and the quantities per transport unit. Requirements for packaging, marking, documents and other obligations are not assessed in the same way in every case.
Why is there no universal 1000 kg answer?
Different transport categories and quantity calculation conditions apply to different goods. A combined calculation may be required for a mixed load. The total mass of the goods alone is not enough to reliably determine the applicable transport regime.
Transport exemptions and appointing an adviser
The transport conditions for one consignment and the company's obligation to appoint a safety adviser are separate questions. The company's roles, the nature and frequency of its activities, and applicable ADR and Lithuanian national provisions are assessed. An exemption must be substantiated, not assumed.
What do you need to substantiate an exemption?
The UN number and classification, transport category, packaging type, quantities, planned route and a description of the operations carried out. Staff training and record-keeping obligations are assessed separately. We select a checklist for the applicable regime.
