Frequently asked questions

Answers about appointing a DGSA, service pricing, procedures, the annual report, exemptions and staff training.

What is the difference between an ADR safety consultant and a safety adviser?

In Lithuania, the official road transport role is the dangerous goods road transport safety specialist, known in English as a Dangerous Goods Safety Adviser. 'ADR safety consultant' is often used to describe an external adviser's contracted service. It is not a separate authorisation or a different role.

Can a safety adviser be engaged under a service agreement?

ADR allows an external person to be engaged if they hold an appropriate, valid qualification and can actually perform the duties. The agreement, appointment of a specific adviser and notification of the competent authority must be properly coordinated.

What does the monthly fee of 200 € + VAT cover?

Our contracted service package covers a set of procedures, registers and fillable forms, as well as preparation of the annual ADR report using the data you provide. We agree the scope of work, document adaptation and deadlines in the agreement. This is not an offer of unlimited training or consultation hours.

When does the hourly rate of 50 € + VAT apply?

It applies to additional work agreed separately: staff training, consultations for staff or management and other separately commissioned tasks. We agree the need and time before starting.

Must the annual ADR report always be submitted to LTSA every year?

Preparing, retaining and submitting a report are different actions. The annual report is prepared and retained for five years. Under the current road transport procedure, it is submitted to LTSA on request; the specific submission steps and deadline are set out in the relevant notice.

Does using LQ, EQ or 1.1.3.6 mean no adviser is needed?

There is no single answer for all businesses. The specific regime, company roles, classification, quantities, frequency of activities, route and national provisions must be assessed. Small quantities or occasional transport alone do not remove every obligation.

Does ADR 1.3 staff training replace an ADR driver training certificate?

No. Function-specific staff training, driver qualification, safety adviser qualification and vehicle approval are different matters. Training records and refresher training must reflect the staff's actual tasks.

Does the document package ensure full compliance for the company?

Simply having documents is not enough. The company must approve applicable procedures, assign responsible staff, familiarise them with the procedures and actually use inspection and other records. An adviser's service does not remove other participants' responsibilities.

Which languages can we use to discuss the service?

You can contact us about the service in Lithuanian, English and Russian. The language of legal texts and specific documents, and any translation needs, are agreed separately.

What is this role called in English and German?

In English, it is Dangerous Goods Safety Adviser, abbreviated DGSA; people also search for ADR safety adviser. In Germany, the term Gefahrgutbeauftragter is used. In Lithuania, we assess the service under the applicable ADR and national rules here, rather than automatically applying another country's rules.

What information should I provide for an initial discussion?

Describe your company's activities and roles, the UN numbers or available descriptions of the goods, packaging, quantities and routes. Tell us whether you already have an appointed adviser, procedures and previous annual reports. A general description of your activities is enough to start.

Are the providers in the directory your partners?

The directory provides supplementary information about selected providers that publicly offer the service. Inclusion does not imply a partnership, recommendation or independent confirmation of qualifications. Check each provider's scope, price and suitability directly.
