FROM OBLIGATIONS TO WORKING PROCEDURES

An external adviser. A practical working system.

Often described as an ADR safety consultant service, the formal role is a dangerous goods safety adviser for road transport. Supporting a business involves more than signing an agreement: it also means managing procedures, records and oversight.

Reviewing activities and obligations

We discuss your company's roles, goods, quantities, transport regimes and existing documents. We identify the questions relevant to your particular activities.

Procedures and checklists

We provide a structured set of documents. We identify which documents your business needs to apply and what information it must record.

Annual ADR report

Using the data provided by your business, we summarise the year's activities, incidents, training and identified shortcomings. Preparation and submission to an authority are separate actions.

Oversight of procedures and records

Written procedures are only part of the work: responsibilities must be assigned, checks recorded and agreed actions followed up.

Additional training and consultations

Where needed, we separately agree consultations for staff or management and training tailored to their functions. Additional work costs 50 € + VAT per hour.

Discussing appointment requirements

We help you understand the steps for appointing an adviser and notifying LTSA. Before signing an agreement, we agree the service scope and the scope of the adviser's qualification.

What does your company do?

Select the closest role to see which questions are worth discussing. This is a checklist to prepare for a conversation, not an automatic determination of legal obligations.

Carrier activities

  • Which goods do you transport, in what packaging and quantities?
  • Who checks the transport documents, vehicle, equipment and driver readiness?
  • How do you record checks, incidents and changes to your activities?

Consignor activities

  • Who determines the classification of the goods and provides the necessary information to the carrier?
  • Who selects the packaging, marking and document information?
  • What other roles does your company perform?

Packing, loading and filling

  • Who carries out packing, loading, unloading or filling?
  • How is the condition of the packaging checked and how are the applicable operating conditions met?
  • Does staff training match their specific functions?

Applying LQ, EQ or 1.1.3.6

  • Which specific exemption applies, and under what conditions?
  • Do you have the UN number, transport category, quantities and packaging details?
  • Which obligations remain for your company and its staff?

CLEAR STRUCTURE · PRACTICAL RECORDS

A document package for everyday use.

Our service includes a set of procedures and fillable forms. We determine which parts apply to each company. The package alone does not replace familiarising staff with the procedures, carrying out actual checks or implementing safety measures.

  • Compliance oversight
  • Consultation procedures
  • Annual activity report
  • Vehicles and equipment
  • Training and competence

When do you need a DGSA?

Whether an adviser is required depends on what the company actually does with dangerous goods. Labels such as 'carrier' or 'warehouse' alone do not describe all of its roles.

FAQ

Frequently asked questions

What is the difference between an ADR safety consultant and a safety adviser?

In Lithuania, the official road transport role is the dangerous goods road transport safety specialist, known in English as a Dangerous Goods Safety Adviser. 'ADR safety consultant' is often used to describe an external adviser's contracted service. It is not a separate authorisation or a different role.

Can a safety adviser be engaged under a service agreement?

ADR allows an external person to be engaged if they hold an appropriate, valid qualification and can actually perform the duties. The agreement, appointment of a specific adviser and notification of the competent authority must be properly coordinated.

What does the monthly fee of 200 € + VAT cover?

Our contracted service package covers a set of procedures, registers and fillable forms, as well as preparation of the annual ADR report using the data you provide. We agree the scope of work, document adaptation and deadlines in the agreement. This is not an offer of unlimited training or consultation hours.

When does the hourly rate of 50 € + VAT apply?

It applies to additional work agreed separately: staff training, consultations for staff or management and other separately commissioned tasks. We agree the need and time before starting.

Must the annual ADR report always be submitted to LTSA every year?

Preparing, retaining and submitting a report are different actions. The annual report is prepared and retained for five years. Under the current road transport procedure, it is submitted to LTSA on request; the specific submission steps and deadline are set out in the relevant notice.
